In Belgium, ITS education and training is almost non existent, even though some universities like Namur have strong research teams in this field.
France has a complicated educational system which it is intended to simplify in coming years in order to align it with other European systems. Outside the professional educational and/or training system there are two paths after the A level / High School Diploma or Baccalauréat (called the "Bac") at 18 years old: University and 'Grandes Ecôles':

There are about 200 'Grandes Ecôles' in France which offer national engineering diplomas. Entrance is usually possible at Bac+2 or Bac+3. The duration of the course is about 3 years. These Schools offer three to five or six specialised courses (called "filières"). Bridges of course exist between the University system and the Grandes Ecôles system, as well as within each system.

Usually during the last year, some courses are dedicated to ITS, or ITS-related subjects and represent about 20-40 hours.

Some other schools are delivering at a lower level cursus in transport like :
Most transport training concerns logistics, management, socio-economic aspects or the economics of transport. Only the DESS of University Picardie, the Masters of ENPC and ENTPE are devoted completely to ITS (although the latter is currently cancelled). Only ENPC and ENTPE have ITS topics included in the curriculum.
Professional training in transport and logistics is organised by AFT-IFTIM in co-operation with the French educational system. This body organises training over the whole of France for those working in transport domain with the help of about 2000 lecturers. The courses are mainly on logistics management and freight operations.
Training for technicians of the public authorities (cities, DDE, departments, etc) is carried out through the CNFPT (Centre National de la Formation Publique Territoriale). IST training is very limited.
Decision-makers can follow the training courses at ENPC. Short courses or day release courses exist on topics such as: intermodality, traffic management, goods delivery, traffic safety, telematics for end users, urban network and freeway management, public/private partnerships, fare collection and management.
These short courses are very didactical, presenting experiences and case studies not in-depth formation. Mostly only French experiences is described. In conclusion ITS training is almost non existent in France. The ATRACC initiative (described in Chapter 3 of the Main Report) was an attempt to cover this lack of specific training.
The situation in Spain can be summarised as follows :
There are no regular undergraduate courses in ITS, nor any degree offered in traffic or transport engineering in Spain. At most, these subjects are offered as optional courses in the Civil Engineering Schools and Industrial Engineering (for control specialists).
The only regular postgraduate course seems to be the one organised by the "Fundacio Politecnica", an educational institution oriented towards continuous education part of the Politecnic University of Calalonia. They offer a 6 month course with 15 hours a week on Mobility Analysis. The course is shared between the Polytechnic University of Catalonia and the Pompeu Fabra University in collaboration with the "Institut Catala d'estudis Territorials", the Municipality of Barcelona and Department of Transportation of the Catalan Government.
As well as the classical subjects of transport planning, traffic control, etc. one third of the course is devoted to ITS-related aspects, including all those concerning Advanced Traffic Management Systems and Traffic Information Systems (VMS panels, navigation systems).
